摘要
构建儿童友好社区,提供高质量的社区儿童服务是我国新发展阶段的一项重要战略任务。基于历史制度主义的视角分析显示,20世纪80年代以来,我国社区儿童服务经历了早期萌芽、初步探索、快速兴起、繁荣发展、深化提质五个阶段,呈现出从兜底性“权利保护”到全方位“儿童友好”的目标演进、从浅到深的内容演进以及从单向的社区供给到儿童参与的双向互动关系演进的发展特征。在变迁过程中,宏观的政治社会环境、多元行动者的助推以及社区儿童服务价值导向的转变共同构成了结构性逻辑,关键节点和路径依赖塑造了历史性变迁。展望未来,社区儿童服务机制应以高效、优质的服务为核心,以友好公共空间为载体,以儿童参与为路径,维护儿童权利,促进儿童全面发展。
Building a child-friendly community and providing high-quality community services for children is an important strategic task in China’s new development stage.Based on the perspective of historical institutionalism,the analysis shows that since the 1980s,China’s community children’s service has experienced five stages:early sprouting,initial exploration,rapid emergence,prosperous development,and quality improvement.It presents the development characteristics of the goal evolution from the basic“protection of rights”to the all-round“child friendliness”,the content evolution from shallow to deep,and the relationship evolution from the one-way community supply to the two-way interaction of children and community.In the process of change,the macro-political and social environment,the promotion of multiple actors and the change of value orientation of community children’s services together constitute structural logic,and key nodes and path dependence shape historical changes.Looking forward to the future,the community service mechanism for children should take efficient and high-quality service as the core,child-friendly public space as the carrier and children’s participation as the path to safeguard children’s rights and promote their all-round development.
