摘要
住房,是青年发展的重要保障,青年住房问题是城市发展亟待解决的重要议题。长三角城市群青年民生调查的分析结果显示,长三角城市青年在住房选择、住房支持上呈现明显的个体特征;而居住成本高、公共租赁房入住率低、住房租赁市场发展与青年住房需求的不平衡是长三角城市存在的主要问题。解决好青年的住房问题应坚持房子的居住属性,降低青年住房成本;规范住房租赁市场,维护青年合法权益;加快区域内城市协同发展,平衡住房需求;改进居住证积分制度,推动流动青年市民化,完善住房保障体系建设。青年"引得来、留得住",才能为推动长三角城市群发展贡献青春力量。
Housing plays an important role in guaranteeing the development of young people.The youth’s housing problem is also an important issue that demands to be immediately addressed in urban development.The investigation and analysis that were carried out among youth groups in seven cities of the Yangtze River Delta show that the youth in the cities of the Yangtze River Delta have obvious individualistic characteristics in housing selection and support.However,the main problems in the cities of the Yangtze River Delta cover high living costs,the"low-occupancy"public rental housing,and the imbalance between the development of housing rental market and the housing demand of young people.The paper proposes that five measures should be taken to deal with youth housing problems:the housing cost of young people should be reduced by adhering to the residential attribute of the house;the housing rental market should be regulated to protect the legitimate rights and interests of youth;the coordinated development of cities in the region should be accelerated to balance housing needs;the points system for household registration should be improved to promote the citizenship of migrant young people;the construction of the housing security system should be improved and perfected.In this way,the youth will be"attracted and kept"to make their contributions to the development of the Yangtze River Delta urban agglomeration.
