摘要
简要回顾了粤港澳大湾区发展历程,分析了海洋在粤港澳大湾区发展过程中的重要作用。在此基础上,研究了粤港澳大湾区海洋经济总体发展情况和海洋产业结构特征,进而从实际出发提出目前海洋经济在推动大湾区发展过程中仍然存在诸如发展质量有待提升、科技创新短板亟须补齐、合作存在制度障碍等问题。最后提出了加快新旧动能转换、提高科技创新支撑能力、打破合作制度障碍等针对性政策建议。
This paper briefly reviews the development process of Guangdong-Hong Kong-Macao Greater Bay Area,and analyzes the important role of the ocean in the development of Great Bay Area.On this basis,the paper studies the overall development of marine economy and the characteristics of marine industrial structure in the Greater Bay Area,and then puts forward that there are still some problems in the process of promoting the development of the Greater Bay Area,such as the quality of development needs to be improved,the shortcomings of scientific and technological innovation need to be supplemented urgently,and there are institutional obstacles in cooperation.Finally,the paper puts forward some targeted policy suggestions,such as accelerating the transformation of old and new kinetic energy,improving the support ability of scientific and technological innovation,and breaking the obstacles of cooperation system.

李宁,现任国家海洋局南海规划与环境研究院海洋政策与经济研究室副主任,高级工程师,主要从事海洋经济统计核算及运行监测评估、海洋经济发展规划编制、海洋经济理论研究等领域工作。承担或实际负责了《全国海洋经济发展“十三五”规划》前期研究项目、自然资源部《自然资源“十四五”规划》前期研究课题、国家海洋公益性行业科研专项、国家年度财政预算拨款项目、中国海洋发展研究会科研项目、广东省促进经济高质量发展专项资金项目等课题的研究工作。参与编制了《全国海洋经济发展“十三五”规划》、国家促进海洋经济高质量发展政策文件、《广东省海洋经济发展“十四五”规划》等国家和省级的海洋经济发展规划和政策文件。发表经济学论文多篇,其中在《财贸经济》《数量经济技术经济研究》等国内权威经济学期刊发表论文2篇,并均被中国人民大学复印报刊资料全文转载。获得全国价格研究领域最高奖——第六届“薛暮桥价格研究奖”,出版专著《广东海洋强省建设策略研究》1部。是国家社科基金资助期刊《财贸经济》外部匿名审稿专家、中国海洋学会海洋经济分会委员、广东省海洋规划与经济发展咨询专家库专家。
