摘要
婴幼儿照护服务质量的高低直接关系到婴幼儿自身的健康成长及其所在家庭的幸福与发展。文章利用Nvivo11质性分析软件对《国务院办公厅关于促进3岁以下婴幼儿照护服务发展的指导意见》和27个省级政府贯彻落实意见的实施方案进行研究。通过聚类分析发现,各省级政策文本在结构和内容上与指导意见的相似度较高。在具体实施中,各地侧重于从建设并完善"管理规范""服务供给""监督管理"三大体系促进婴幼儿照护服务发展。针对部分省级政策文本创新不足、关注重点与操作性有待加强以及家庭支持与指导不足、农村视角缺失的问题,建议在婴幼儿照护服务体系建设中,要充分发挥家庭的主体地位,关注城乡及地区差异。
The care service for infants under 3 years old is related to the healthy growth of infants themselves and the harmonious happiness and development of their families.In this paper,the qualitative analysis software Nvivo11 was used to study the guidance of the general office of the State Council on promoting the development of care services for infants under 3 years old and the implementation plan of 27 provincial governments.Through cluster analysis,it is found that the structure and content of the provincial policy texts are highly similar to the guidance.In the specific implementation,all localities focus on the construction and improvement of“management standard”,“service supply”and“supervision and management”three systems to promote the development of infant care services.In view of the insufficient innovation of some provincial policy texts,the focus and operability need to be strengthened,the lack of family support and guidance,and the lack of rural perspective.It is suggested that in the construction of infant care service system,we should give full play to the dominant position of the family and pay attention to the differences between urban and rural areas and regions.
