摘要
                
                    本文通过对全国10个省级行政区250余位被访者的访谈和1.8万份问卷调查,并结合宏观统计数据的研究发现:全国范围内公办中小学在体量上稳居主导地位;公办学校教师待遇逐年提升,民办学校教师流向公办学校逐渐成为趋势;教师在民办和公办学校间的流动呈现阶段化和类型化的特征。当前,公办、民办中小学教师流动中存在几个关键问题:民办学校从公办学校挖教学名师现象仍存在;公办、民办学校教师地位不平等,民促法相关规定尚未落实;民办学校教师退休待遇与公办学校教师存在明显差距;部分公办学校教师人事管理制度僵化,影响队伍活力和稳定性。为引导公办、民办中小学教师有序流动、共同发展,文章提出以下建议:明确对民办学校采取"积极鼓励、依法规范"的战略定位;重申公办、民办学校教师同等的法律地位,并理顺政策体系;区分不同阶段、不同类型的民办学校,分类施策;优化公办学校人事管理制度,激发教师队伍活力;以人才有序流动和良性竞争促进公办和民办学校共同发展。
                
                Through interviews with more than 250 respondents from 10 provincial administrative regions and 18248 questionnaires,combined with the research of macro statistical data,it is found that:public primary and secondary schools play a leading role in the whole country;the wage of teachers in public schools is increasing year by year,and the mobility of teachers from private schools to public schools is becoming a trend;the mobility of teachers between private and public schools is characterized by stages and types.At present,there are several key problems in the mobility of teachers in public and private primary and secondary schools:the phenomenon of private schools poaching famous teachers from public schools still exists;the status of teachers in public and private schools is not equal,and the relevant provisions of the law on the promotion of private education have not been implemented;there is a significant gap between the retirement benefits of teachers in private and public schools;the personnel management system of teachers in some public schools is rigid,which affected the vitality and stability of the team.In order to guide the orderly mobility and common development of teachers in public and private primary and secondary schools,the following suggestions are put forward:making clear the strategic position of"actively encouraging and standardized management according to law"for private schools;reiterating the equal legal status of teachers in public and private schools,and straightening out the policy system;distinguishing different stages and types of private schools,implementing targeted policies;optimizing the personnel management system of public schools to stimulate the vitality of teachers;and promote the common development of public and private schools by orderly mobility of talents and healthy competition.
