摘要
随着现代学徒制改革不断深化,创建"高质量学徒制"成为国际共识。许多国际组织提出了改善学徒制质量的行动倡议。通过文本分析可以发现,现代学徒制的质量要求涵盖四大维度:以制度建设为质量前提、以项目运行为质量基础、以教学实施为质量细节、以开展成效为质量检验,具体包括19个子维度和106条具体要求。对照这些质量要求,我国现代学徒制改革制度建设短板明显,尤应加强顶层设计;项目管理较为平稳,尚待提高服务水平;企业教学环节薄弱,仍需深化课程改革;改革成效检验不足,亟需开展科学评估。
As the development of modern apprenticeship reforms,creating"quality apprenticeship"has become an international consensus.Many international organizations have proposed initiatives to improve the quality of apprenticeships.Based on text analysis of these proposals,it can be concluded that the quality requirements for apprenticeship lie under four dimensions which include 19 sub-dimensions and 106 specific requirements:policy framework development as the quality prerequisite,project operation as the quality basis,instruction activities as the quality details,and effectiveness as the quality examination,Comparing these quality requirements.Compared to these quality requirements,it can be found that China’s modern apprenticeship reform has obvious shortcomings in policy framework which demands strengthening top-level design;project management is relatively stable while service needs to be improved;company instruction are weak and curriculum reforms need to be deepened;and the reforms effectiveness is insufficiently reviewed and scientific evaluation needs to be done.
