摘要
大学区制之所以日益受到关注并开始试点,其重要原因在于大学区制能够缓解学位房热和实现教育优质均衡发展,促进教育公平。然而,由于实施不当,有的地方在推行大学区制时没有合理划片,并没有缓解学位房热,反而使学位房热演变成学区房热;有的地方虽然进行了合理划片,但由于优质资源单向输出,致使大学区内的校际合作流于形式,并没有从根本上实现区域内教育的优质均衡发展,促进教育公平,反而产生新的不公。为了实现大学区制的初衷,解决“择校热”特别是“学位房热”的问题,实现教育优质均衡发展,需要进行合理划片,抑制学位房热向学区房热演变;实施资源协调,调整教育资源治理层级,建立激励机制,促进优质教育资源共享;强化文化认同,扩展校际合作的广度和深度;推动权力下放,建立大学区委员会,保障大学区办学的可持续性、稳定性和高效性。
The increasing attention and pilot implementation of the university district system are mainly due to its ability to alleviate the pressure on university enrollment and achieve balanced and high-quality education development,thus promoting educational equity.However,due to improper implementation,some areas have failed to establish reasonable school district boundaries when implementing the university district system,which has not alleviated the pressure on university enrollment but instead transformed it into a competition for housing in desirable school districts.In some areas where reasonable boundaries have been set,the one-way flow of high-quality educational resources has hindered true inter-school cooperation within the university district,failing to fundamentally achieve balanced and high-quality education development and promote educational equity,and instead giving rise to new inequalities.To realize the original intention of the university district system,address the issues of school choice frenzy and housing pressure related to university enrollment,and achieve balanced and high-quality education development,several measures need to be taken.Firstly,it is necessary to establish reasonable school district boundaries to curb the transformation of housing pressure from university enrollment to school district enrollment.Secondly,resource coordination should be implemented,including adjusting the governance hierarchy of educational resources,establishing incentive mechanisms,and promoting the sharing of high-quality educational resources.Thirdly,cultural identity should be strengthened,expanding the breadth and depth of inter-school cooperation.Lastly,power decentralization should be promoted by establishing university district committees to ensure the sustainability,stability,and efficiency of the university district's educational operations.
