摘要
随着中国海外利益的不断拓展,国际地位逐渐提升,中国在极地基础设施保障方面的差距正逐渐显露,目前尚不具备统一部署并提供专业化的极地大范围、长周期科考活动的能力。通过综合调研我国在极地区域保障方面的主要需求,结合对国内发展的趋势分析,提出了我国极地天基综合信息保障系统的总体设计思路。通过多种天基信息服务之间的互相协同、互相支撑,可实现多种天基信息服务之间的联合应用,提高综合服务能力。该系统的建立将提供全面、高效、好用的卫星数据与应用,从而支撑我国极地战略中长期规划顺利落地。
With the continuous expansion of China’s overseas interests,the international status of China gradually increases,while the gap between China and overseas countries in the guarantee of polar infrastructure is gradually revealed.At present,China does not have the capability to uniformly deploy and provide professional polar large-scale and long-term scientific research activities.Based on a comprehensive investigation on the main guarantee needs in China’s polar regions and a trend analysis of domestic development,a space-based integrated information service system is designed.Various space-based information services are combined in a cooperative and supportive manner,and are applied jointly,by which the comprehensive service capacity is much improved.The system is applicable to achieve comprehensive,efficient,and easy-to-use satellite data,and can provide support for the implementation of mid-and long-term polar strategies in China.
