摘要
数字化改革作为一项系统性、重塑性的创新实践,离不开标准化规范和引领作用的有效支撑。本文以标准化作为研究切入点,在基于整体性治理理论对数字化改革进行内涵审视的基础上,构建目标理念、运作机制、手段工具3个层面的分析框架,以宁波市为例,剖析其数字化改革实践的现状与成效,并根据整体性治理思维提出了利用标准化在加强数字化改革实践引导、推动改革多方协调联动、规范公共数据开放方面,助推数字化改革的路径建议。
As a systematic and reshaped innovation practice,digital reform cannot be separated from the effective support of normative and leading role of standardization.This paper takes standardization as the research entry point,reviews the connotation of the digital reform based on the holistic governance theory,and constructs an analysis framework including three levels:objective concept,operation mechanism,and means and tools.Taking Ningbo city as an example,it analyzes the current situation and effect of its digital reform practice,and puts forward the suggestion on advancing the path of digital reform based on the holistic governance thinking,that is to give play to the role of standardization in strengthening the guidance of digital reform practice,promoting the coordination and linkage of reform,and standardizing the opening of public data.
