摘要
推进LAM协同服务是新时期公共文化服务高质量发展的内在要求,也是整合公共文化服务资源、夯实公共文化服务基础、创新公共文化服务形式的重要途径。LAM协同服务“碎片化”困境主要表现为服务主体的碎片化、服务目标的碎片化、服务资源的碎片化和服务平台的碎片化,其原因则是行政管理体制的分割、协同服务体系的割裂、协同服务权力与责任的剥离、协同服务制度框架的缺失,需要从加强LAM协同服务顶层设计、推进LAM协同服务机制改革、促进LAM协同服务资源整合、加快LAM协同服务平台构建等方面加以化解。
Promoting LAM collaborative service is the inherent requirement of highquality development of public cultural service in the new era,and it is also an important way to integrate public cultural service resources,consolidate the foundation of public cultural service,and innovate the form of public cultural service.The"fragmentation"dilemma of LAM collaborative service is mainly manifested in the fragmentation of service subjects,service objectives,service resources and service platforms.The reasons are the separation of administrative system,the separation of collaborative service system,the separation of collaborative service power and responsibility,and the lack of collaborative service institutional framework.It is necessary to strengthen the top level of LAM collaborative service Design and promote the mechanism reform of LAM collaborative service,promote the resource integration of LAM collaborative service,and accelerate the platform construction of LAM collaborative service.
