摘要
教育公平是各国教育界共同追求的价值目标。联合国教科文组织在全球疫情期间发布了《2020年全球教育监测报告》(2020 Global Education Monitoring Report),报告以教育公平为核心,全面分析全纳教育现状,并以疫情为契机提出建议。文章基于南茜·弗雷泽的正义理论,从“资源分配公平”“、社会认可公平”和“政策代表公平”三个维度对报告进行编码分析,得出结论:实现资源分配公平,需要从人力、物力和财力三方面着手改善教育发展保障条件;实现社会认可公平,需要以可持续发展目标为导向,加强全纳观念,减少教育“误识”现象;实现政策代表公平,需要通过“数据—法律—政策”的协调发展来保障。最后,结合分析结果,对我国教育公平现状进行分析,并针对国内数据治理、法律政策和教学模式三个方面提出建议。
Education equality is a goal of value pursued by all educational sectors.It is the the core concept of Global Education Monitoring Report 2020 released by UNESCO during COVID-19 pandemic.The report provides a comprehensive analysis regarding the status quo of inclusive education globally and offers suggestions in the background of pandemic crisis.Based on the social justice theory,the report thematically analyzed from the ternary framework of redistribution,recognition,and representation,and yielded the following conclusions.Redistribution equality is realized through the facilitating conditions in human,material,and financial resources.Recognition equity is promoted by sustainable developmental objectives featured by inclusive ideology and reduced social misconception.And political representation equality can be achieved by the coordinated development of“data-laws-regulations”.Based on the analysis of the results the present situation of the education equality in China was critically evaluated from the global perspectives.Suggestions on education equity were proposed from the three aspects of data management,concerning regulations,and teaching modes.
