新中国成立以来我国外语教育政策与文化自信的互动研究

The Interaction Between China’s Foreign Language Education Policy and Cultural Self-confidence Since 1949

摘要我国的外语教育政策与文化自信之间相互作用、相互影响,和我国的政治经济大环境紧密关联。自新中国成立以来,二者之间的互动大致可分为萌芽、割裂、失衡及重塑四个阶段,每个阶段的互动各有特点,总体表现为:文化自信影响着外语教育政策的制定与实施,而外语教育政策又塑造和培养了国民的文化自信。笔者认为应通过在外语教育中强化本土意识,融入中国元素,提高跨文化交际能力等路径优化其互动,以服务国家国际化人才培养战略。 In the context of political and economic situations at home,China’s foreign language education policy(FLEP)and cultural self-confidence have always been in interaction with obvious mutual influences.Since 1949,their interaction can be roughly divided into four stages:germination,fragmentation,imbalance and reshaping,and at each stage,the interaction has its own characteristics.From our survey and analysis,an interaction mechanism is manifested as follows.On the one hand,cultural selfconfidence influences the formulation and implementation of FLEP;on the other hand,FLEP in turn helps to shape and cultivate the citizens’cultural self-confidence.In the future,the interaction between these two should be further optimized by cultivating Chinese culture awareness in the research of China’s FLEP.To achieve this,Chinese elements should be introduced into foreign language education and improve the intercultural communication ability of foreign language learners.
