摘要
随着经济社会的不断发展,社会结构不断演化,新生事物层出不穷,各种风险复杂交织。本文通过探讨风险分配的一般模型,发现存在三个维度的风险发展与演化规律:从社会阶层上符合泰坦尼克定律,风险从优势阶层向弱势阶层分配;从地域结构上存在中心—边缘结构,风险从中心地区向边缘地区分配;从代际结构上存在世代交叠,风险从当前向未来分配。风险治理的关键在于风险分配的公平性,需要多利益相关者共同治理。
With the continuous development of the economy and society,the social structure continues to evolve,and new things emerge in an endless stream.Our society has entered a risk society.By discussing the general model of risk distribution,this paper finds that there are three dimensions of risk development and evolution:social class conforms to Titanic’s law,risk is distributed from advantaged class to disadvantaged class;Allocation from central areas to peripheral areas;generational overlap exists in the intergenerational structure,and risks are allocated from the present to the future.The key to risk governance is the fairness of risk distribution,which requires multi-stakeholder joint governance.
