摘要
社区是社会大众生活的主要场所,人口密度大、人员构成复杂,蕴藏着一定的安全风险。本文通过分析社区安全风险机制中的孕灾环境、致灾因子与脆弱性,从规章制度、设施设备、风险行为和安全意识与常识四个方面构建社区安全风险评估指标体系,运用LEC评价法对各个指标进行打分,并使用层次分析法(AHP)确定指标权重。基于西安市社区的调研数据,对其安全风险进行评估。评估结果表明,由于规章制度不健全、居民行为不合规范导致的安全风险较高,需采取相应的管控措施。本研究所构建的社区安全风险评估指标体系可以为其他地方的社区安全风险评估提供借鉴,本研究的结论可以为其他地方社区安全风险防范提供参考。
Community is main place of life for the general public,which contain certain risks.This paper analyzes the hazard-pregnancy environment,hazards and response capabilities in the safety risk mechanism of communities,and constructs a community safety risk assessment index system from four aspects:rules and regulations,facilities and equipment,risk behaviors and safety awareness.We use the LEC evaluation method to evaluate each index.Based on the survey data of communities in Xi’an,the safety risk is assessed.The evaluation results show that the safety risks caused by imperfect rules and regulations and substandard safety facilities and equipment are high,and corresponding control measures are needed to be taken.The safety risk assessment index system constructed by this research can provide a reference for other communities,and the conclusions can provide reference for community safety risk prevention in other places.
