摘要
为提高运输机场运行中应对各类突发事件的防灾减灾能力,脆弱性分析有助于为运输机场制定更为适宜、针对性强的灾害管理解决方案与策略。本文在研究运输机场运行脆弱性概念的基础上,提出了基于暴露性、敏感性以及适应力等三要素的运输机场运行脆弱性分析框架,并探讨了运输机场运行脆弱性与三要素的基本概念,以及相互逻辑关系。同时,本文以突发传染病事件为假设情景,尝试构建航站楼运行脆弱性分析框架模型,为进一步研究特定突发事件对运输机场的运行脆弱性影响提供了参考。
In order to improve the emergency management capability of transport airports during operations,vulnerability analysis helps to formulate more appropriate and targeted solutions and strategies for transport airports.Based on the study of the concept of transport airports operational vulnerability,the paper proposes the operational vulnerability analysis framework of civil transport airports based on the three factors of exposure,sensitivity and adaptation.It also discusses the theoretical basis of the transport airports operational vulnerability,and the logical relationship among the three factors under the operational vulnerability of transport airports.At the same time,this paper establishes a framework model of terminal operational vulnerability factor analysis under the outbreak of infectious diseases,which lays a foundation for further research on the impact of specific disaster events on the vulnerability of transport airports.
