摘要
超长时间核应急演习能够通过延长演习时间来充分检验应急组织体系的持续运作能力、应急保障的持续供应能力、应急人员的持续响应能力、场内外应急组织的持续协同能力。超长时间核应急演习的组织实施基本上不采取时间压缩的方式,演习情景时序按照真实的事故发展进程,事故持续时间很长,应急组织动员范围较为广泛。本文对演习人员准备、演习物资准备、机组停运准备、场外应急组织协同、核安全监管要求、演习内容设置等方面进行了分析,讨论国内核电厂开展超长时间核应急演习的可行性,提出在不实际开展超长时间应急演习的情况下也能够有效达成演习目的的等效方案。
The ultra long term nuclear emergency drill can fully test the continuous operation ability of emergency organization system,the continuous supply ability of emergency support,the continuous response ability of emergency personnel,and the continuous coordination ability of emergency organizations on and off the site by extending the exercise time.The organization and implementation of ultra long term nuclear emergency drills basically do not take the way of time compression.The sequence of drill scenarios follows the real accident development process.The accident lasts for a long time,and the scope of emergency organization mobilization is relatively wide.In this paper,the preparation of drill personnel,drill materials,unit shutdown preparation,off-site emergency organization coordination,nuclear safety supervision requirements,exercise content setting and other aspects are analyzed,this paper discusses the feasibility of carrying out ultra-long time nuclear emergency drill in domestic nuclear power plants,and puts forward an equivalent scheme which can effectively achieve the purpose of the drill without actually carrying out the ultra-long time nuclear emergency drill.
