摘要
现代应急管理学科具有知识体系的交叉性、包容性和辐射性等特点。作为跨学科的应急管理,正面临着学科定位、理论基础、研究方法、课程和教材体系等领域的系统性挑战。为进一步推动应急管理的知识创新与人才培养,需按照“全灾种、全过程”的要求开展学科建设,而非仅仅回应被动式应急的实践问题。要注重案例教学,以还原场景的方式让干部和学生掌握突发事件的基本规律。应急管理的学科建设是一项系统工程,应该将工程、技术、管理等方面的理论充分融合,同时让实践部门也充分参与进来,形成理论研究和实践发展的良性互动。
The modern emergency management discipline has the characteristics of interdisciplinary,inclusive,and radiative knowledge systems.As an interdisciplinary emergency management,it is facing systematic challenges in areas such as disciplinary positioning,theoretical foundations,research methods,curriculum and textbook systems.In order to further promote knowledge innovation and talent cultivation in emergency management,it is necessary to carry out disciplinary construction in accordance with the requirements of“All Types of Disasters,All Processes”,rather than simply responding to the practical problems of passive emergency response.We should pay attention to case teaching and help cadres and students grasp the basic laws of unexpected events by restoring the scene.The disciplinary construction of emergency management is a systematic project that should fully integrate theories from engineering,technology,management,and other aspects,while also involving practical departments,forming a positive interaction between theoretical research and practical development.
