摘要
国家高新区是一项重要的基于地点的政策和制度安排,其载体作为地区的增长极有效带动了地区经济发展,在促进产业集聚、优化产业结构、推动地区创新方面起着重要作用。本文聚焦于国家高新区是否推动了驻地城市制造业转型升级这一议题。实证分析结果表明,高新区的设立和发展推动了所在城市制造业转型升级,异质性分析表明高新区在促进制造业转型升级时存在一定的极化效应。进一步研究发现,高新区通过经济发展、生产性服务业集聚以及创新水平等作用机制促进了驻地城市制造业优化升级。本文为促进国家高新区的合理布局和建设,推进制造业的高质量发展提供了一定的理论参考。
As a Growth pole,the National High–tech Zone is an important place-based policy,which has greatly promoted the regional economic develop-ment,and plays an important role in promoting industrial agglomeration,optimi zing industrial structure and promoting regional innovation.This study focuses on whether the National High–tech Zone promotes the upgrading of urban manufactur ing industry.The research finds that the establishment and development of High–tech Zone promotes the upgrading of urban manufacturing industry.Heterogeneity analysis shows that there is a certain polarization effect in promoting theupgrading of manufacturing industry.In addition,we finds that the High–tech zone promotes the upgrading of urban manufacturing industry by promoting economic development,ag glomeration of producer services and innovation.This study provides theoretical ref erence for promoting the reasonable layout and construction of High–tech zone and promoting the highquality development of manufacturing industry.
