摘要
目的从政策扩散的视角出发,对我国36个省会及以上城市出台全面无烟政策的影响因素进行分析,为推动更多城市及全国层面出台全面无烟政策提供借鉴和参考。方法以我国36个省会及以上城市为研究样本,并采用事件史分析方法的Logit模型进行回归分析。结果我国36个省会及以上城市中,已有13个城市出台了全面无烟政策。重大活动、社会舆论、政策基础和烟草行业影响对样本城市出台公共场所全面无烟政策产生显著影响,OR值分别为6.919、2.242、1.853、0.797,即在控制其他变量的前提下,城市若举办重大活动、控烟的新闻报道越多、控烟政策基础越好,则越有可能出台全面无烟政策,而城市对烟草的经济依赖程度越高,出台全面无烟政策的可能性越小。结论地方政府是否出台全面无烟政策主要考虑地方具体情况和地方实际需求,包括城市国际形象、社会舆论热度、控烟政策基础和当地烟草行业的经济贡献。中央政策压力和周边城市的政策示范效应有待进一步加强。
Objective To analyze the influencing factors of comprehensive smoke-free policy in Chinese provincial capitals and cities above from the perspective of policy diffusion,and to provide policy suggestions for promoting more cities and the whole country to implement comprehensive smoke-free policies.Methods 36 provincial capitals and cities above in China were selected as research samples,and logit model of event history analysis method was used for regression analysis.Results 13 cities of Chinese provincial capitals and cities above had adopted comprehensive smoke-free policy.Events,public opinion,policy foundation and tobacco industry influence had significant impact on the adoption of comprehensive smoke-free policy.The OR values were 6.919,2.242,1.853,0.797,respectively.Under controlling for other variables,that meant the more international major events,the more news reports on tobacco control,and the better the foundation of tobacco control policies a city had,the more likely it was to introduce comprehensive smoke-free policy.On the other hand,the higher the city′s economic depended on tobacco,the less likely it was to introduce a comprehensive smoke-free policy.Conclusion Local governments mainly consider local specific conditions and local actual needs when adopting a comprehensive smoke-free policy,including the city′s international image,public opinion popularity,tobacco control policy basis,and the economic contribution of the local tobacco industry.The national policy pressure and the policy demonstration effect of surrounding cities need to be further strengthened.
