摘要
近年来,国家持续深化油气矿产资源体制改革,实行更加严格的探矿权退出机制,石油公司保护矿业权面临严峻挑战。深入政策研究,积极探索新政策背景下油气矿业权管理创新举措,对石油公司高质量可持续发展意义重大。本文基于矿业权管理工作探索与实践,提出了强化资源分区分类分级评价,分层次优化勘探策略,统筹勘探-储量-矿业权一体化,促进矿业权利益最大化,用足矿业权新政策,优化矿业权到期核减预案等三点做法。并对矿业权管理制度提出了加大矿业权市场投放力度、配套推荐区块相应的激励政策、扩大夹缝油气资源协议出让范围、扩展“同一盆地”界线划定范围等四点建议。建议在实践的过程中,持续优化和完善矿业权管理制度,构建更加科学合理的政策供给,以更好地推动国内油气业务的发展,保障国家能源安全。
In recent years,China has continued to deepen the reform of the oil and gas mineral resources system and implement a more stringent withdrawal mechanism for exploration rights,and the mineral rights of oil and gas companies are facing severe challenges.In-depth policy research and active exploration of innovative measures for oil and gas mineral rights management under the background of new policies are of great significance to the high-quality sustainable development of oil companies.Based on the exploration and practice of mineral rights management,this paper puts forward three methods:strengthening the classification and grading evaluation of resource zoning,optimizing the exploration strategy at different levels,coordinating the integration of exploration-reserves-mineral rights,promoting the maximization of mineral rights interests,using the new policy of mineral rights,and optimizing the plan for reducing the expiration of mineral rights.Four suggestions are put forward for the mineral rights management system,such as increasing the investment of the mineral rights market,supporting the corresponding incentive policies of the recommended blocks,expanding the scope of the transfer of the oil and gas resources agreement,and expanding the scope of the“same basin”boundary.It is suggested that in the process of practice,the management system of mineral rights should be continuously optimized and improved,and a more scientific and reasonable policy supply should be constructed to better promote the development of domestic oil and gas business and ensure national energy security.
