摘要
当前世界高等教育发展呈现规模巨大、分化加剧、挑战严峻的总体格局,普及化时代高等教育面临一系列迫切的改革需求。回溯历史,德国、英国、美国大学为世界高等教育改革积累了重要历史经验。展望未来,任何高等教育改革均要回应追求最佳管理体制、最佳大学组织、最佳教育教学、最佳科学研究和最佳社会服务五方面基本理论问题。
The current development of higher education worldwide is characterized by enormous scale,intensified differentiation,and formidable challenges,leading to a series of urgent reform needs in the era of mass higher education.Looking back at history,universities in Germany,the United Kingdom,and the United States have accumulated significant historical experiences for global higher education reform.Looking ahead,any reform in higher education must address fundamental theoretical issues concerning the pursuit of the optimal management system,the best university organization,the finest educational and teaching practices,the most effective scientific research,and the best social service.
