摘要
如何使用科学进行决策是现代政府面临的一个重要课题。当前,在决策最高层设置首席科学顾问已经成为许多国家获取独立咨询建议、从顶层协调科技智力资源的主要做法。英国是较早建立政府首席科学顾问制度的国家之一,经过多年的发展,形成了以政府首席科学顾问为核心的科学顾问网络,为公共政策制定提供高效的科学咨询,被称为"英国模式"。认识和研究英国政府首席科学顾问制度,可以为完善中国科学咨询体系提供有益的借鉴和参考。本文研究英国政府首席科学顾问制度建立的基础和发展的动力,并概括总结影响这一机制的主要因素。
How to use science in policy making is an important issue for modern government.At present,a chief scientific adviser is appointed at the highest level of government in many countries in order to obtain independent advice and to coordinate scientific and technological resources from the top.The United Kingdom is one of the first countries to establish the chief scientific adviser system in the government.After years of development,the UK has formed a scientific adviser network with the Government Chief Scientific Adviser as its core,which provides efficient science advice for public policy making.This is called the"UK model".The UK system can be of important reference for China to upgrade its science advice mechanism.This paper explores the drives behind the establishment and development of the Government Chief Scientific Adviser system in the UK,and summarizes the main factors that affect this mechanism.
