摘要
大学毕业生就业问题作为一大民生问题受到政府、高校、社会和个人的关注。农村大学毕业生在人力资源市场处于相对劣势,为了帮助他们提升就业质量,政府利用了政策这一治理工具,其在实施中也取得了一些效果,既有促进的一面,也有阻碍的一面。造成这种局面的原因主要在于就业质量受到多种因素的影响,其中,高等教育公平与教育质量的现实差距、农村教育先天不足、公共就业服务效果明显、底层文化资本的逐渐变质等原因形成了目前的就业局面。为了安置好农村大学生这一特殊人才群体,政府需要带领其他社会治理者一同行动,而作为元治理者的政府具体可以做的有改进高等教育,加大农村教育投入,发展农村经济和提高个体自主管理能力等。
As a major livelihood issue,the employment of university graduates has been concerned by the government,universities,society and individuals.Rural college graduates are at a relative disadvantage in the human resource market.In order to help them improve the quality of employment,the government has made use of policy,a governance tool,which has achieved some effects in the implementation,both promoting and hindrance.The main reason for this situation is that the quality of employment is affected by many factors,among which the current employment situation is formed by the gap between the fairness of higher education and the quality of education,the congenital shortage of rural education,the obvious effect of public employment services,and the gradual deterioration of cultural capital at the bottom.In order to find a place for this special group of rural college students,the government needs to lead other social administrators to act together,and what the government as the meta-ruler can do specifically is to improve higher education,increase rural education investment,develop rural economy and improve individual autonomous management ability.
