摘要
中等收入陷阱是中国现代化进程中一个重大的理论和现实问题。本文试图跳出流行的经济学视角,从社会学即社会转型与社会治理的角度来考察该问题。本文认为,从社会学角度来看,中等收入陷阱本质上是社会转型过程中发展与秩序的矛盾即“转型悖论”的表现,是制度化跟不上现代化的产物。因此,应对中等收入陷阱应当有社会总体视野,中心任务是适应伴随现代化而来的种种社会转型,不断加强社会治理。社会治理的重点应当放在阶级阶层结构的调整,特别是做大做强中等收入群体上。在胜利完成全面建成小康社会的任务之后,随着中等收入群体规模的快速扩大及其诉求的多元化和复杂化,今后需要注意克服单纯和片面的经济学思维,与时俱进加强制度建设,以便把不断壮大的中等收入群体牢牢地吸纳在体制内,使之成为兴国安邦的中坚力量。
The middle-income trap is an important theoretical and practical issue in the course of China’s modernization.This paper attempts to go beyond the popular economic perspective and examine this issue from the perspective of sociology,namely social transformation and social governance.This paper argues that,from the perspective of sociology,the middle-income trap is essentially the contradiction between development and order in the process of social transformation,which is the result of institutionalization failing to keep up with modernization.Therefore,to deal with the middle-income trap should have an overall social perspective and the major task is to adapt to the various social transformations coming with modernization and constantly strengthen social governance.The focus of social governance should be on adjusting the structure of classes and strata,especially on expanding and strengthening the middle-income group.After the completion of setting up of a well-off society in an all-round way,with the rapid expansion of the middle-income group and its demands being diversified and complicated,the future emphasis should be put on the overcoming of simple and one-sided economics thinking,advancing with the times,and strengthening the system construction,in order to firmly absorb the growing middle-income groups within the system,making it the backbone of the country.
