摘要
以"高职分类考试改革的生源面向""针对普高生源‘文化素质+职业技能’的考察内容及组织单位""针对三校生生源‘文化素质+职业技能’的考察内容及组织单位"和"改革方案施行的时间进度安排"为观测点,对30个省区市高职分类考试改革方案进行梳理比较,发现:样本省域都以中职、普高两类群体为主要生源,亦有个别地区对生源群体划分更加细致;普高生文化素质考察多以"高中学考"成绩为依据,职业适应性测试办法多地未有具体指示;三校生文化素质多参考语数外、少数地区职业技能测试按专业大类统一组织进行;大部分地区改革步调紧随国家整体规划,呈稳健节奏。省级改革方案存在的问题及相关建议是:自上而下的政策对齐现象严重,应更加突出地方特色;政策制定的技术规范有待提升,要使政策更具可操作性;与改革相配套的基础条件和基本能力建设相当滞后,需予以重视。
By identifying four observation points:"source of students","examination contents and organization units for high school graduates","examination contents and organization units for secondary vocational education graduates",and"time schedule for the implementation of the reform plan",the current study analyzed higher vocational college entrance examination policies from 30 different provinces.The results showed that the source of students for majority provinces are secondary vocational school and high school,but some provinces have more diverse source;the literature literacy for high school students was evaluated by the"Academic Proficiency Test",but most of the provinces did not provided specific examinations for vocational adaptability;the literature literacy for secondary vocational education graduates was evaluated by the academic performance test for Chinese,mathematics,and English,the vocational skill tests in a few areas are organized based on the requirements of major categories;the reform for majority provinces were smoothly followed the national reform plan.The problems of reform plans at province level and recommendations are:The phenomenon of top-down policy alignment is prevalence,local governments’reform policy should showed their own characteristics;The technical specification of policy formulation needs to be improved,the policy should be more practical;and the development of reform-related basic infrastructure are relatively lagging behind,and the government should pay more attention on it.
