摘要
为了解高职院校家庭经济困难学生资助政策的实施成效,以江苏省3所高职院校为研究对象,通过问卷调查和访谈的方式,了解师生对学生资助政策的知晓度、认可度、执行度等,基于公共政策评估理论的视角分析高职院校学生资助政策的实施效果和存在问题。目前高职院校学生资助政策体系在保障家庭经济困难学生顺利完成学业过程中发挥了积极有效的作用,但在政策具体实施过程中仍存在精准资助执行力度不足、工作队伍专业化受限、资助育人理念缺位等突出问题。为此,可通过强化高职院校资助育人理念、健全学生资助政策评估体系、加强学生资助管理工作队伍建设、创新资助育人平台等方式,进一步优化高职院校学生资助政策体系,为提升资助政策效果提供参考。
In order to understand the effectiveness of the implementation of the financial aid policy for students from families in financial difficulties in higher vocational colleges,three higher vocational colleges in Jiangsu Province are used as the research object,through questionnaire surveys and interviews,to understand the awareness,recognition degree,implementation degree of teachers and students of the student aid policy,based on the perspective of public policy evaluation theory to analyze the implementation effects and existing problems of student financial assistance policies in higher vocational colleges.At present,the student funding policy system of higher vocational colleges has played an active and effective role in ensuring the smooth completion of their studies for students with financial difficulties.However,there are still outstanding problems such as insufficient precision funding implementation efforts,limited professionalization of the work team,and absence of the concept of educating people.To this end,we can further optimize the student funding policy system of higher vocational colleges and provide reference for improving the effect of funding policy by strengthening the concept of funding education in higher vocational colleges,improving the evaluation system of student funding policies,strengthening the construction of student funding management teams,and innovating funding education platforms.
