新西兰高等职业教育一体化改革:动因、举措和特征 被引量:5

On Unified Reform of New Zealand Higher Vocational Education: Motivation, Measures and Characteristics

摘要 在劳动力市场复杂化的外因和旧有职业教育系统运行失灵的内因联合驱动下,为了建立起一个强大、统一、可持续发展的职业教育系统,新西兰开始进行高等职业教育改革,在过渡职能部门、优化机构设置、改革筹资制度和加强质量把控等方面采取了七大重点改革举措。作为近30年来新西兰最大的一次职业教育改革,新西兰高等职业教育在改革过程中呈现出机构设置一体化、区域发展一体化和产业教学一体化的特征,以包容为基调,以行业为导向,确保稳中求进的改革兼顾多方利益,并注重受训者技能与市场需求的统一。 Driven by the combination of the external factors of the labor market complexity and the internal factors of the failure of the old vocational education system,in order to establish a strong,unified and sustainable vocational education system,New Zealand has begun to carry out higher vocational education reforms.New Zealand’s vocational education reform is carried out in three stages.Seven key reform measures are taking in terms of transitioning functional departments,optimizing institutional settings,reforming the financing system,and strengthening quality control.As the largest vocational education reform in New Zealand in the past 30 years,the higher vocational education in New Zealand has shown the characteristics of the integration of institutional settings,regional development,as well as the integration of industry and teaching in the process of reform.The inclusive and industry-oriented reform takes the interests of multiple parties into account,as well as pay attention to the unification of the skills of the trainees and the needs of the market.
