Low-carbon Optimal Scheduling of New Power Systems Regarding Carbon Tax and Demand Response

摘要 为解决新能源大规模并网后电力、电量的平衡问题,新型电力系统中往往会配置一定的储能,将风光储联合考虑,从而实现新能源的高效消纳,减少系统碳排放。在风光储联合运行的基础上,需求侧参与电力系统低碳调度能进一步有效降低系统碳排放,助力“双碳”目标的实现。首先,以碳排放流理论为基础对新型电力系统低碳优化问题构建碳排放流计算模型;其次,建立以碳排流理论为基础、碳税为需求响应的激励信号的新型电力系统双层低碳优化调度模型,并采用混合整数规划(MIP)算法与改进型樽海鞘群算法协同求解上述双层模型。通过算例仿真,对比系统在不同场景下的经济性能和碳排放,验证所提模型和改进算法的有效性和可行性,实现了新型电力系统低碳优化调度。 In order to address the balance of power and electricity after large-scale grid integration of new energy,the new power system often configures a certain amount of energy storage,taking into account wind,solar and energy storage to achieve efficient consumption of new energy and reduce system carbon emissions.On the basis of the joint operation of wind,solar and energy storage,the participation of the demand side in the low-carbon dispatching of the power system can further effectively reduce the carbon emissions of the system and help to achieve carbon peaking and carbon neutrality goals.Firstly,we construct a carbon emission flow calculation model for low-carbon optimization of new power system based on the carbon emission flow theory.Secondly,we establish a new two-layer low-carbon optimal scheduling model of power system,based on the carbon emission flow theory and using carbon tax as the incentive signal for demand response.Mixed integer programming(MIP)algorithm and improved salp group algorithm are used to solve the above two-layer model.Through simulation examples,we compare the economic performance and carbon emissions of the system under different scenarios to verify the effectiveness and feasibility of the proposed model and the improved algorithm,thereby realizing low-carbon optimal scheduling of the new power system.
