天津构筑首都生态安全屏障对策研究

摘要 生态兴则文明兴,生态安全观是习近平生态文明思想的重要组成部分。党的十九届五中全会明确提出:坚持统筹发展与安全。生态安全是国家安全体系的重要基石,生态安全问题已经成为关系人民福祉和民族未来的大事。天津作为“畿辅门户”,承担着守卫首都生态安全的历史重任。为此,从以下几个方面提出了天津如何筑牢首都生态安全屏障的对策建议:优化国土空间开发保护格局,守住生态空间安全边界;统筹山水林田湖草系统保护修复,守住生态功能安全边界;强化生态环境监管,守住生态保护职责安全边界;深入打好污染防治攻坚战,守住环境质量安全底线;完善生态环境法律制度,守住生态安全法治警戒线;重视科技创新,提高生态安全精准防治能力。 The prosperity of ecology leads to the prosperity of civilization, the concept of ecological security is an important part of Xi Jinping’s thought of ecological civilization. The Fifth Plenary Session of the 19th CPC Central Committee clearly put forward: adhere to the overall development and security. Ecological security is an important cornerstone of the national security system. Ecological security has become a major issue related to people’s well-being and the future of the nation. Tianjin, as the “gateway to the capital”, undertakes the historical responsibility of guarding the ecological security of the capital. Therefore, this paper puts forward some countermeasures and suggestions on how to build Tianjin’s ecological security barrier from the following aspects: optimizing the pattern of land and space development and protection, keeping the boundary of ecological space security. We should make overall plans for the protection and restoration of the lake grass system in the mountains, rivers, forests and fields, and keep the safe boundary of ecological functions;strengthen the supervision of ecological environment and keep the safe boundary of ecological protection responsibility;we should fight the battle of pollution prevention and control and keep the bottom line of environmental quality and safety;we should improve the legal system of ecological environment and keep the legal warning line of ecological security;we should attach importance to scientific and technological innovation and improve the ability of precise prevention and control of ecological security.
