摘要
乡村协商民主法治化是推进法治乡村建设的重要组成部分,乡村协商民主法治化是发展和完善乡村协商民主的必然趋势。本文以象山县“村民说事”制度为例,了解在法治的指引下,乡村协商民主通过不断创新所焕发出的新的活力。通过制度化、法治化的“村民说事”制度,能够更好地化解矛盾,推进乡村治理。为了推进“村民说事”制度的法治化进程,通过宣传教育,提高村民的法治意识和参与意识,通过引进人才,引领乡村走法治化道路。要发挥好村领导干部的统领作用,依靠好人民群众的积极参与,加强对“村民说事”制度的外部监督,用法治推进乡村协商民主的发展。
The rule of law of rural consultative democracy is an important part of promoting the construction of countryside, and the rule of law of rural consultative democracy is an inevitable trend to develop and improve rural consultative democracy. This paper takes the system of “villagers’ voices” in Xiangshan County as an example to understand the new vitality of rural consultative democracy through continuous innovation under the guidance of rule of law. Through the institutionalized and rule of law system, the “villagers’ voices” system can better resolve conflicts and promote rural governance. In order to promote the rule of law of the “villagers’ voices” system, we should raise villagers’ awareness of the rule of law and participation through publicity and education, and lead villages to follow the path of rule of law by introducing talents. We should play the leading role of village leaders and cadres, rely on the active participation of the people, strengthen the external supervision of the “villagers’ voices” system, and use the rule of law to promote the development of rural consultative democracy.
