摘要
民族要复兴,乡村必振兴。在巩固脱贫攻坚胜利成果的同时,全面推进乡村振兴是“三农”工作重心的历史性转移,金融是现代经济发展的血脉,大力发展绿色金融是金融服务经济高质量发展的内在要求。本文通过分析甘肃省绿色金融支持乡村振兴发展现状及存在的问题,提出完善乡村绿色金融制度保障与风险监管机制、健全乡村绿色金融体系,提高金融机构服务乡村动力、优化乡村金融环境,推动乡村产业转型升级与碳市场建设等对策建议。
If the nation wants to rejuvenate, the countryside must be revitalized. While consolidating the victorious achievements in poverty alleviation, comprehensively promoting rural revitalization is a historic shift in the focus of the “three rural areas” work. Finance is the bloodline of modern economic development, and vigorously developing green finance is an inherent requirement for the high-quality development of financial services economy. By analyzing the current situation and existing problems of green finance in Gansu Province in supporting rural revitalization and development, this paper puts forward countermeasures and suggestions to improve the guarantee and risk supervision mechanism of rural green finance system, improve the rural green financial system, improve the motivation of financial institutions to serve rural areas, optimize the rural financial environment, and promote the transformation and upgrading of rural industries and the construction of carbon market.
