土地是一种最基本的生产资料 ,是人类进行一切生产活动赖以生存所必须的物质基础。新疆土地资源量在我国具有比较大的优势 ,但是 ,在新疆的土地利用开发过程中 ,由于我们人类作用于自然 ,改变自然生态系统为人工生态系统 ,其相互关系是十分复杂的。 2 0世纪 5 0年代以来 ,随着耕地面积的急剧扩大与对土地不合理的利用 ,致使土地退化日趋严重。再加上不合理的开垦及对植被的破坏 ,使生态失去平衡。新疆属干旱地区 ,生态环境脆弱 ,人类经济活动干预是短期内变化的主导因素 ,结果给河流、湖泊、土壤、植被以及沙漠都带来了很多不利影响 ,必须寻求对策加以解决。

Xinjiang belongs to the arid area, The ecological environment is fragile, It is a leading factor that an ecological environment is changed shortly that the human economic activity is intervened, The result has all brought a lot of adverse effects for the river, lake, soil, vegetation and desert and Has changed relatively greatly.
