摘要
该文首先介绍环境影响评价产生的背景和我国环境影响评价制度及分类管理 .其次论述了森林经营与环境影响评价的关系 ,指出通过森林经营环境影响评价可以较全面了解森林经营 ,提高经营决策水平和经营效益 ,避免决策错误和资源破坏 .最后 ,以用材林经营为例 ,分析了森林经营中林道建设、造林、抚育、保护、采伐等主要经营活动对生物环境、生态环境、社会经济环境和物理化学环境等的影响 ,以及环境影响识别、预测和评价 。
The background of environmental impact assessment (EIA) is introduced firstly in this paper, and EIA system and management category in China are presented. Secondly, the relationship between forest management and EIA is discussed. It is pointed out that forest management EIA can help forest managers understand forest management process more comprehensively, and improve the level of management decision and management benefits, avoid decision errors and forest resources destruction. Finally, taking timber forest management as an example,the authors analyze the impact on bio environment, eco environment, economical environment, and social environment, physical and chemical environment from forest management activities such as forest road construction, forestation, forest thinning, protection, cutting, and analyze the distinction, prediction and assessment of the environmental impact, which supplied the theory and methods for EIA of forest management.
