摘要
集权管制的失败 ,引导人们探讨自然资源管理的替代形式。文章在分析海洋渔业资源的政府集权管理的基础上 ,对分权管理方案的几种形式进行了阐述 ,并试图建立一种地方化的资源管理结构———社区资源管理公司 ,扩展对分权管理的研究。
Marine fisheries are a typical example of the so-called “tragedy of the commons”. The central government's control over fishery resource utilization was adopted to conserve resources in many countries. But the practical result is that this centralized regulation generated a whole range of new operational inefficiencies while at the same time still failing to meet conservation standards. These failures led to a search for alternative natural resource management regimes. Based on the analysis of the centralized regulation,and several distributed governance alternatives of central government regulation,a localized resource management structure-community resource management corporation-is developed to extend some earlier work on distributed governance.
