摘要
简要分析我国城市市政公用事业建设与改革现状,认为以委托代理制度和特许经营制度为特征的契约管理方式是实现城市公用事业市场化的必然选择,并重点剖析各种契约管理方式的特点及其应用,以期对我国城市公用事业改革和发展发挥一定作用。
This paper discusses the present development and market-featured reform situation of urban public utilities, and proposes that the contract management based on agency-principal system and concession system should be the inevitable choice for the reform of urban public utilities. As reference several types of contract management for the application to urban utilities are discussed in detail.
