摘要
本文从西宁实际出发,阐述了杨树产业化的政策内容以及杨树产业化发展与政府角色定位问题,提出了发展杨树产业化的政策性建议,对于西宁市实施林业分类经营改革和林业产业化发展具有指导意义。
