摘要
加强市县委书记管理和权力监督是一项重要而紧迫的任务。当前,市县委书记管理监督方面存在的主要问题和制约因素包括:权力界限不清晰、政策制度不健全、监督体系不完善、责任追究不够有力等。加强市县委书记管理和权力监督需要做到四个方面:一是加强教育引导,筑牢廉洁从政思想防线;二是强化日常管理,推动职责权限合理履行;三是创新监督方式,形成权力运行全面约束;四是加强制度建设,实现制度管人管权管事。
To strengthen supervision over Party secretaries of municipal/county committees and their power is an important and urgent task.At present,major problems and restraints on it include:undefined scope of power,inadequate policies and institutions,inadequate supervision system,loose accountability system.To strengthen the supervision,it is important to highlightthe following four points:First,strengthen education and guidance to build up a strong defense line for them to perform their official duties cleanly and honestly;Second,strengthen routine supervision to promote their proper fulfillment of responsibilities and authority;Third,innovate supervision methods to oversight the exercise of power in all processes;Fourth,strengthen institutional building to supervise persons,power and affairs by the institutions.
