摘要
土地利用规划是土地利用、开发与保护的总纲领,其在地质灾害防治中的作用日益受到国内外相关管理部门的重视。开展土地利用规划在地质灾害防治中的基础性作用研究,是当前地质灾害防治战略研究的新思路,具有十分重要的理论价值和现实意义。采用文献资料法和归纳法,对国内外关于地质灾害防治的土地利用规划软措施的研究进行了梳理,从规划与防治的政策框架构建、规划间的协同机制等理论以及规划技术方法创新等方面介绍了国际经验。研究显示,通过土地利用规划手段限制土地开发行为,是国际防灾减灾战略的发展趋势。今后研究的重点是:土地利用规划在地质环境问题防治中的"政策框架"的构建,交叉学科在土地利用规划编制中的应用研究,土地利用规划地质环境数据库的建设等。
Land-use planning is the overall guiding principle for land use,development and protection,whose role in the prevention of geological disasters is increasingly attracting the attention of the relevant authorities at home and abroad.It is a new idea to study the basic role of land-use planning in the prevention of geological disasters and has a very important theoretical and practical significance.With the measures of literature data and induction,this paper sorts out the researches on soft measures in land use planning for the prevention and control of geological disasters at home and abroad,and introduces international experiences on the theories of the policy framework for planning and control,planning coordination mechanism and planning methods innovation and so on.Studies show that,it is the trends of the international strategy on disaster prevention and reduction to restrict land development by means of land-use planning.In the future,the focus of the research will be:the construction of 'policy framework' of land use planning in the prevention and control of geological environmental problems,interdisciplinary applied research in drawing up of land use planning,and the geological environment database construction of land use planning,etc.
