摘要
随着陆地石油资源的逐步萎缩,海洋石油开发活动愈趋活跃。为有效应对不断增加的海洋石油开发环境风险,全面掌握海洋石油工程风险特点,为海洋环境风险管理提供技术支撑,海洋石油工程环境风险评估势在必行。从自然灾害的基本概念延伸,提出了海洋石油工程环境风险定量评估方法,从工程危险性、环境易损性和环保管理水平等3个方面入手,研究其与环境风险的相关关系;从上述3个要素出发,建立了包括3个一级指标、22个二级指标的风险评估综合指标体系,研究利用层次分析法确定各评估指标的权重值;探索评估指标的量化方法,建立了分门别类的赋值方法、数值归一化方法,最终建立了海洋石油工程环境风险指数的计算方法体系。
With the land oil resources gradually shrinking,offshore oil development activities have been more and move intensified.To effectively deal with the increasing environmental risk of offshore oil development,grasp entirely the risk characteristics of offshore petroleum engineering,and provide technical support to ocean environmental risk management,environmental risk assessment of offshore oil engineering should be imperatively implemented.According to the connotation of natural calamity,environmental risk assessment method of offshore petroleum engineering was put forward.From three sustainability themes,i.e.,the hazard of offshore petroleum engineering,the vulnerability of marine environments,and the capacity of marine environmental protection,the relationship of their contributing factors and environments was researched.Starting from the three elements,a comprehensive index system of risk assessment,including 3 indices in first level and 22 indices in second level was established.In this index system,weights of the indices were determined through analytic hierarchy process,quantitative methods for evaluation indices were developed,value assignment methods and numerical normalization method were established,and calculation methodology for environmental risk index of offshore oil engineering was established.
