摘要
研究碳减排潜力大小以及分布对开展碳减排工作具有重要意义。大量研究表明,生产要素之间存在替代或互补关系,通过要素调整可达到减少某种生产要素投入的目的。运用成本函数理论,建立了一种基于要素价格替代弹性的碳减排潜力测算方法,并运用该方法测算了北京市2012年的碳减排潜力。结果表明:北京市各行业生产要素间存在替代或互补关系。在假定的价格调整范围下,北京市2012年碳减排潜力为1067.43万吨,占当年碳资本投入的6.33%。可以看出,要素价格替代的碳减排潜力巨大,通过要素价格的合理调整,优化生产要素配置,可带来可观的碳减排效果。
It studies existence and the distribution of carbon emission reduction potential,and is of great significance for carrying out related actions of carbon emission reduction. A large number of studies indicate that as the factors of production,there is a substitutional or complementary relationship. By using the cost function theory,a method for estimating carbon emission reduction potential based on the elasticity of substitution of factor price can be established,by which the potential of carbon emission reduction of Beijing City in2012 is calculated. The results show: the self price elastic coefficient of carbon capital in eachsector in Beijing is negative,and there is substitutional or complementary relationship among the various factors of production. Under the potential of carbon emission reduction of Beijing city in 2012 is 10 674 300 tons,accounting for 6. 33% of the capital investment in carbon of the year. It it known that the carbon emission reduction has tremendous potential based on the substitution of factor price. Through the reasonable adjustment of factor price,the allocation of production factors can be optimized,bringing about a significant carbon emission reduction effect.
