摘要
随着环境管理转型的需要,我国污染物排放标准的管理从以标准制修订为主转向标准制修订、实施评估、宣传培训并重的阶段。本研究总结了已有污染物排放标准评估内容研究成果,基于评估的"相关性、效果、效率、影响/可持续性"四准则,提出污染物排放标准从与国家标准管理体系的一致性、标准实施保障体系有效性、标准实施的效果、效益、效率等五个方面开展评估的技术方法。
With the demand on the environmental management transition,the management of pollution discharge standards in our country is shifting from the stage paying attention to the standard formulation and revision to the stage paying equal attention to the standard formulation and revision,implementation assessment and publicity and training. In 2012,six standard assessment pilot tasks were launched by the Ministry of Environmental Protection to explore the standard assessment methods. These paper summaries the research findings on the assessment of the existing discharge standards,and raises that the assessment of the pollution discharge standards should be carried out from five aspects,namely,the consistency with the national standard management system,the effectiveness of the standard implementation guarantee system,the effects of the standard implementation,the benefits of the standard implementation and the efficiency of the standard implementation based on the four principles of relevancy,effects,efficiency and influence /sustainability.
