摘要
珠三角与港澳在区域经济合作中经过不断升级,升格为粤港澳大湾区城市群。基于演进视角,粤港澳大湾区城市群因其区位处于珠三角湾区,将逐步形成湾区经济一体化;"9+2"个城市集聚于湾区,相互的关联不断加强,已经形成了城市群。湾区经济的开放、高效与城市群的集聚、协作相叠加,更有助于发挥复合效应。对标国际一流湾区和国内其他湾区,粤港澳大湾区城市群有其优势,也存有劣势。明晰香港、深圳和广州的核心城市地位,密切各城市的分工协作、健全区域公共治理、发挥市场机制、衔接"一带一路"战略,将推动粤港澳大湾区城市群的持续建设,亦将深化粤港澳合作,促进港澳深入融合到湾区发展。
The regional economic cooperation between the Pearl River Delta, Hong Kong and Macao has upgraded into a national strategy of all-round opening up, and the city cluster in the GuangdongHong Kong-Macao Greater Bay Area has come into being. Specifically, the"9+2"cities in the bay area,with increasing contact among them, have formed a city cluster in the Pearl River Delta which is on the way to pursue integrated economic development. The opening up and high efficiency of the bay area coupled with the cooperation among urban agglomerations are conducive to bringing out the compounding effect. Benchmarked against the world-class and other domestic bay areas, the Guangdong-Hong Kong-Macao Greater Bay Area has its advantages and disadvantages. It is advisable that we should take Hong Kong, Shenzhen and Guangzhou as core cities, step up cooperation among the cities, improve public governance of the region, give play to the market mechanism, and get aligned with"the Belt and Road"initiative. As thus we will promote sustainable development of the city cluster in GuangdongHong Kong-Macao Greater Bay Area, deepen cooperation among Guangdong, Hong Kong and Macao,and propel Hong Kong and Macao to further engage in the Greater Bay Area development.
