摘要
公立医疗机构筹资渠道的建立和完善是实现卫生系统的多元化办医模式的重要组成部分 ,研究如何在不触动产权的约束条件下实现公立医院同社会资本的结合是目前改革状况下更具现实操作性的问题。该文总结了国有企业和国外医疗机构在资本运营过程中运用的租借、业务外包、项目融资和业务合作四种非产权交易模式 。
Public hospitals' financing is an important component of pluralistic medical system model in health sector. It becomes a practical solution to integrate public hospitals and societal capitals beyond property right restriction. This paper reviews four non property right transaction models, including leasehold, out sourcing, project financing, and collaboration in the process of capital operation in the state owned enterprises and health facilities abroad, and briefly comments on application of those models in public hospitals.
