摘要
以国内率先完成的江苏都市圈规划为基础,结合国内外相关动态,提出中国都市圈的特征和概念、都市圈构建和规划实质、都市圈规划定位、意义、作用与指导思想;都市圈规划的重点、内容、行政法律保障等基本架构;同时,对需要进一步研究的问题也予点题。全文突出表明中国都市圈及其规划的创新潜值。
Based on the planning practice of metropolitan coordinating regions (MCR) in JiangsuProvince, which has taken the lead in completing the planning in China, this paper suggests on thefeatures, concept, establishment of MCR in relation to relevant attitudes at home and abroad. It alsosets out the essence, positioning, magnificence, function and guiding ideology of the planning forMCR together with the basic framework of the emphasis, contents, administrative and legal safeguardof the planning. In the meantime, it points out the problems that need further study. The purpose ofthis paper is to demonstrate the renovation potential of MCR in China and its planning.
