摘要
相对于机关和企业来说,中国事业单位人事制度改革明显滞后,面临着不少深层次问题,严重地影响和制约着事业单位的生存与发展。改革,就是发现问题,研究问题,解决问题。因此,针对实际情况,高度概括事业单位当前存在的问题,并就如何组织实施好新一轮人事制度改革,发表见解、提出建议,对正在进行和即将进行此项改革的单位来说,可以提供有益的参考和借鉴。
The reform of personnel system of Chinese public institutions,relative to that of the organs and the enterprises, obviously lagged behind and confronted with many deep-level problems that had seriously influenced and restricted the survival and development of public institution. Reform, namely is to pinpoint the problem, study and solve the problems. Therefore, aiming at the practicality, we generalize the existing problems of public institutions at present, come out with the opinions and propose some advice on how to structure and implement a new round of personnel system reform. It may offer useful reference for public institutions that are currently carrying on this reform or is about to start soon.
