摘要
反垄断法的适用除外制度应遵循三个基本原则:即有效竞争、适用范围与经济发展目标相适应、主管机关审查和公众监督相结合的原则。自然垄断行业在我国不应获得适用除外;实施适用除外制度的具体范围可包括6种情形,在实施中应设立公众异议程序。
The Thesis Entrenchs the Rule of Exception of Anti\|monopoly Law, Including the Rule of Effective Competition, Applied Extent in Connection with the Goal of Ecomonical Development, the Investigation of Charge Organ Combine with the Supervision of the Public. The Exception of Anti\|monopoly Law Couldn't Apply to the Natural Monopoly Trade.It Presents the Scope of the Exception of Anti\|monopoly Law and the Dissent Procedure of the Public.
