农地制度问题是目前中国农村的核心问题.围绕农村土地承包权和承包期限的设计、保护,中国上上下下展开了一场复杂、而且将是旷日持久的争论.
The reform on rural land system is of vital importance to the economic development of rural areas in China. The problem on the design of rural land contract rights and time-limit has aroused a complex and heated dispute all over the country, and the dispute will exist for a long time. In order to avoid the adverse evolution of rural land system, which badly influences the fundamental interests of ordinary farmers, a schematic idea at the reform of rural land system is proposed. The basic content is that the contract rights of farmland should be contracted according to a specific standard; the time-limit should be prolonged to about 100 years, during which the contact rights can be inherited, bought and sold; the high limit of contracted land area should be set; land requisition should be strictly normalized in such aspects as purpose, scope, procedure, etc.
