摘要
黑龙江省农业机械道路交通安全管理体制和全国绝大多数省份一样,由农机部门负责对农机驾驶、操作人员培训、考试及发证;负责对农业机械检审和核发牌证。农业机械在县以上的道路交通安全管理由公安交警负责,在县以下的道路及全部安全管理由农机安全监理负责。多年来,公安部门一直要把上路行驶的农业机械按机动车统一管理,争牌证管理权,造成了一定范围的混乱。
It is same as other province that agricultural machinery department is in charge of training, examining and issuing credentials for agricultural machinery driver and operator, checking agricultural machinery and issuing license plate. In county and higher, the safety management of agricultural machinery transportation is in charge of by traffic police, in lower, by agricultural machinery safety superintendence. For the last years, public security department always want to single manage agricultural machinery on road as motor vehicle to gain management authority. It makes some certain extent confusion.
