摘要
京津冀协同发展问题不仅涉及器物、制度的因素,更需要得到文化上的支撑和支持。而挖掘、整理固有的文化传统及因素,是整合、协调如此复杂的系统工程的必然要求。许多问题必须从文化层面上来考虑并借此解决。而华北人民政府的法治传统为京津冀协同发展提供重要的法律文化借鉴。法治不仅仅是形成,而且也是固化工作成果的重要路径。法治化要求所有的决策、执行过程都必须要有所依循,而不可临机触发、朝令夕改。法治理应成为京津冀协同发展的最重要的核心命题,也是枢纽性的着力点。
Collaborative development of Beijing, Tianjin and Hebei Province not only involves substance, institutional factors, but also needs the support of culture. Digging and sorting out the inherent cultural traditions and factors is the inevitable requirement of integrating and coordinating such complex projects. And many problems must be considered and resolved from a cultural perspective. The rule of law of North China People's Government provides an important legal culture reference for collaborative development of Beijing, Tianjin and Hebei Province. The rule of law is an important path to the formation and curing of work. The rule of law requires all the decision-making, the implementation process must be carried out according to law, and cannot be triggered at any time, casually modified. The rule of law should become the core proposition and main focus of collaborative development of Beijing, Tianjin and Hebei Province.
