摘要
发展壮大纯农地区的集体经济尤为重要,这是缩小上海城乡差距和统筹城乡发展的一项重要措施。市级政府有关职能部门应结合各自职能研究制定相应政策措施,做好顶层设计。区级政府是推动纯农地区发展壮大集体经济的责任主体,应统筹各方资源,完善激励约束机制,不断加大对本地区纯农乡镇和纯农村的支持力度,努力补上纯农地区集体经济乏力的短板。
It is particularly important to develop and strengthen the collective economy in pure agricultural areas,which is an important measure to narrow the gap between urban and rural areas in Shanghai and to coordinate urban and rural development.The relevant functional departments of the municipal government should formulate corresponding policies and measures in accordance with their respective functions and do a good job in top-level design.The district government is the main body responsible for promoting the development of the collective economy in the pure agricultural areas.It should coordinate all resources,improve the incentive and restraint mechanism,continuously increase the support for the pure rural towns and villages in this area,and strive to make up for the shortcomings of the weak collective economy in the pure agricultural areas.
